After graduating from Penn State University in 1951, Carlon received his Juris Doctorate from Temple University School of Law in 1954. From 1961 to 1969, he was First Assistant U.S. Attorney for the Middle District of Pennsylvania.
Following that, Carlon was in the private practice of law until 1979, when he became a U.S. Attorney, a position he held until 1982. In 1986, Governor Robert P. Casey appointed Carlon to serve as a Judge in the Court of Common Pleas of Lackawanna County.
In 2010, he retired from the bench and re-entered private practice with his son, John T. O’Malley, at the O’Malley Law Office, LLC.
